Once the program is installed (free trial if you haven't purchased), here are the resources:

C:\Program Files (x86)\NeoBook 5\PlugIns\NeoBookDBPro\NeoBookDBPro.chm

C:\Users\{YOUR_USERNAME}\Documents\NeoBook 5\NeoBookDBPro Samples\
There are folders for AddressBook, DatabaseViewer, OrderEntry, PhotoAlbum

Or, if you mean the free NeoBookDB dBase plug-in, the help file can be found in the following folder:

C:\Program Files\NeoBook 5\PlugIns\NeoBookDB\NeoBookDB.hlp

For some unknown reason, Microsoft no longer includes the .hlp viewer with Windows. So if you can't open the old NeoBookDB .hlp file, you probably need to manually install the .hlp viewer. Instructions can be found here: http://support.microsoft.com/kb/917607
