Script engine for the specified language con not be created

I have a Neobook that calls a simple vbscript function. This is fine for most customers but a few are getting a message:

"A script engine for the specified language con not be created."

What would cause this? The only thing these customers have in common is they all use Windows XP.

- try to reinstall microsoft script engine
- some windows script dll-libraries not registered in system (via regsvr32.exe)
