From the Help of Neopaint for the item "transparent":

Use this command to change the color used to indicate the transparent portions of Icons, Cursors and GIF images. By design, these image formats include transparent or see through portions that allow underlying objects to show through.

For icons and cursors, NeoPaint displays these areas in a unique color that you can change here. This color should not be one of the existing colors in the image's palette, but rather a unique color not used anywhere else


To set a transparent color, your picture must be Gif, Ico or Cur. In these type of picture choose Picture Info and you can set the transparent color.
