This pub demonstrates two things. How to scramble a text file with ROT-13 encoding and how to force case sensitivity in NeoBook with the "!" exclaimation character. The routine works for both Encoding and Decoding because of the way the {DblAlpha} string is constructed. The "!" exclaimation character is used to force upper and lower case characters to be explicit. Without  the "!" character you cannot distinguish "ABC" from "abc".  By using the "!" character "ABC" is only equal to another "ABC".
