I think they used an application like FrontPage to download a whole site. This must have put tremendous burdens on the real NB forum when it was done in early November.

The pages are saved as htm pages and the links that go to php pages do not work.

It is very odd that the person was able to substitute their own name for Neosoftware support in the forum pages.

The whole thing does not look like something done by a person who simply wants to help the NB community.

Yes, it's not a functional copy of the forum, but a snapshot from early November. I can't imagine what his motivation is, but we've sent an email demanding that the site be taken down.
