SendKeys for French quote and other extended characters

I am trying to use "hpwSendKeys" plugin in a NB pub as a little text editor, sending some characters in a text box. A recent improvement of "hpwSendKeys" allows to send accentuated characters (like éèàû, etc., very common in French language). But I block with the French quote that you can make with: Alt+0171 («) and Alt+0187 (») (note the + sign means only that Alt key is down, don't type it!).

As I learn that the "hpwSendKeys" is derived from VB sendkey, maybe somebody here can help me. More generally, if a method is possible with a simulation of Alt down, theoretically all the entities could be sent through hpwSendKeys.
