Report Designer import image

I am attempting to create a report that involves a multi-field form.
I was using scanned images but thought I would re-create the image using a drawing tool for better clarity.

I tried importing the image (jpg) into the report and send-to-back so I could see the placement of the fields.

For some reason a rather wide band of white is around the image making impossible to stretch to page size.
Don't know why this band/margin of extra. Doesn't show in Neopaint.

Also tried setting as page background but then I can't see where I want to place the fields.

Any suggests on how to handle this, or should I be building the form using the designer?

Could the band of white be the picture object's border? Try selecting the "no border" icon from the Designer's tool bar.
