Transparent background - about how to make a transparent bac

I was wondering how I can make a background so that appears transparent when used on the internet(like in my siganture)

It is explained, but I have a different language version and the explanation is a bit weird.

In order for the transparency to work when displayed on a web site, you will need to create the image in either GIF or PNG format. GIF is more widely used for this purpose than PNG. Once you create the image or save an existing image in one of these formats, select "Picture Info" from NeoPaint's "Picture" menu. Select the color in the image that you want to be transparent and click OK. Save the image and import it into your favorite HTML editor. The backgound of the web page should show through the areas in the image containing the transparent color.
